Reduce log output from non-master task across all components

@jedwards4b points out that a number of components have too much log output from many / all tasks. This is problematic for performance, especially when running on many thousands of processors. We should work to reduce this output across components.

I'm not sure the details of what needs to be done here, or what "done" looks like. But we can use this issue to make specific notes and/or spin off individual issues in component repositories as needed.
