Time series and Mean Climo tools

(1) Implement a time-series creation tool that can be used for data archival and plotting. Likely very similar to the current CESM post-processing timeseries tools and/or the ADF climo tools.
(2) Calculate and save climatologies for time-mean plots.

These will both likely require a bit of user-interfacing work to describe the data location and time-coverage as well as the desired years to include in a timeseries and climatology. May need to specify which variables as well, if scripts are slow.
