Robust implementation of aquaplanet mode with nuopc/cmeps

### What is the feature/what would you like to discuss?

There is a real problem with how the aquaplanet is treated in cam with nuopc. The aquaplanet flag is coming in from the nuopc driver via a NOUPC attribute. This is a run time setting. However, it seems that CAM in independently setting the aquaplanet config switch and basing other namelist settings based on that. It also seems that this logic is still using the old assumption that CAM had an internal docn functionality. It would be good to have a talk to determine how we want to do this consistently. I think its just fortunate that things seem to be working.
