support for make_se_grids; directory paths broken, needs nuopc support

### What is the feature/what would you like to discuss?

tools/se_grid/make_se_grid.sh is currently broken when running in a cam tag. It's looking for stuff in components/cam, so it no longer recognizes whether you're in a cam tag or a cesm tag.

It's also not set-up to work with the new ccs_config workflow, and needs to be. It also needs nuopc support as it's currently only set up for MCT.

This is Steve's tool BTW ...
