Migrate 13mo FV test to coarse SE test

### Issue Description

Test Change:

As part of an large-scale goal of migrating FV tests to SE, and to (hopefully) catch bugs like that found in #678 - the following test should be migrated to SE:

SMS_Lm13_Vnuopc.f10_f10_mg37.F2000climo.cheyenne_intel.cam-outfrq1m

Some testing/experimentation will be required to determine what SE grid to use. (ideally as coarse as possible)
