In order to average fields or tendencies in a way which avoids conservation issues, some state fields may be required by some subcolumn schemes (e.g., SILHS). Subcolumn schemes which do not need this information can ignore the input. While making this an optional input will lessen the workload of implementing it, there is no other reason not to require it.
