Half-degree WACCMX fails to restart

Description
The following half-degree test fails when restarting due to erroneous P0 value in the restart file:
ERS_Ln9.f05_f05_mg17.FX2000.cheyenne_intel.cam-outfrq9s_f05
The reference pressure, P0, should be 1e5 Pa. However the value write to the *cam.r.* restart file is:
P0 = 1.11030301056607e-07 ;
This causes an error to occurs during initialization of restarted test run.
