New namelist setting for CAM7 to match development runs

We want to update the CAM namelist settings on the trunk so that they match the settings currently used in our development simulations.

In particular, we need to add the following settings to **all CAM7 configurations**:

seasalt_emis_scale = 1.6D0

clubb_gamma_coef = 0.298
clubb_gamma_coefb = 0.298

clubb_penta_solve_method = 2
clubb_tridiag_solve_method = 2
```

**updating the forcing files** (to match what is currently used in the development simulations), including:

* `tracer_cnst`
* `prescribed_ozone` / `prescribed_strataero`
* `stream_ndep_data`
