Provide MPAS aqua-planet support for QPC6

### What is the feature/what would you like to discuss?

MPAS currently does not support any aqua-planet configurations out of the box (although the QPC7 git issue https://github.com/ESCOMP/CAM/issues/814 will/should provide MPAS support in the near future). All that is needed to run QPC6 in MPAS is an L32 notopo ncdata file (you could also run it with analytic_ic and the L32 notopo "coord" ncdata file, but that's not how we have conventionally initialized aqua-planets). I'm currently generating an L32 notopo ncdata file for ```mpasa120_mpasa120```, but we might want to support ```mpasa480_mpasa480``` as well.
