Extract or re-connect history output in SE dycore

In the current version of CAM's Spectral Element (SE) dycore implementation, there are several subroutines inside the dycore code itself (not the dynamics/host model interface) that use CAM history and constituent variables and functions, mostly for the generation of diagnostic outputs. These subroutines, or at least the history calls, should either be extracted from the SE dycore code and placed elsewhere, or at least properly connected to the new history-writing routines that will become the default method for CAMDEN.
