Add water tracers to advected constituents array

### What is the feature/what would you like to discuss?

Need ability to add water tracers to the constituents object in CAM-SIMA, and ensure that it is properly advected by the dycore(s).

This can be validated by creating a new regression/system test with a minimal (adiabatic?) physics configuration with water vapor and a water tracer that is initialized to a known fraction (e.g. 50%) of the standard water vapor mass, and ensuring that the ratio remains constant over time.
