### Issue Description

The NUOPC coupling layer needs to know when the next calendar day is with shortwave radiation fluxes in order to couple CAM-SIMA properly to the rest of the CESM. However, the ability to determine the calendar day likely won't be brought into until a radiation scheme (e.g. RRTMGP) has been CCPP-ized and tested with CAM-SIMA.

Thus this issue is a reminder that once a radiation scheme has been CCPP-ized for use by CAM-SIMA, that the next shortwave calendar day (`nextsw_cday`) routine should be re-enabled in the NUOPC cap.
