Revisit state monitoring tutorial

PR #156 aims to bring back the old state monitoring tutorials using the state_history plugin.

The original tutorial is likely broken due to the number of changes made since.

Solution:
Reproduce the original tutorial and update to reflect the latest changes. Once `rodeos` is deployed revisit the tutorial again and make appropriate changes in the way the database fillers are loaded, update to use `rocksdb` instead, etc.
