Merge all packages

Hello @/all, this is a repository that will contain all the packaging for the ITS Courses, the idea here is to integrate the following repositories:
- [connectv2x](https://github.com/research-licit/connectv2x)
- [vplatoon](https://github.com/research-licit/vplatoon)
- [traficlights](https://github.com/research-licit/macrotrasim)

The following projects (Jupyter Notebooks) will hence depend on a single package called `itstools` rather than 3 different packages like it’s the case right now:

The current issue aims just to merge the pacakges and the git history into this repository:
