Document how to republish accounting records for cloud sites

# Short Description of the issue

Whenever there is an issue with accounting, sites need to republish records so accounting portal does not shows "wrong" usage patterns (e.g. peaks at certain months) as discussed in https://ggus.eu/index.php?mode=ticket_info&ticket_id=159325.
Clear documentation on how to republish records should be provided, ideally with some helper scripts to automate the process.
