Per [https://github.com/EFForg/ngw-website/blob/gh-pages/design/rule-41-5.pdf](https://github.com/EFForg/ngw-website/blob/gh-pages/design/rule-41-5.pdf) this should display the congressional email action by default, then the petition after a user clicks the 'Not in the U.S.?' link.
