Unclear UX when emailing representatives

Description

(I started this issue when trying out the "Email your representatives" feature of "End the NSA's Mass Spying" on iPhone. But several of the issues seem to be present on all screen sizes. I will break this into multiple issues.)

Went to "End the NSA's Mass Spying" page. Saw the "Email your representatives" form. Filled out the "Look up your representatives section. Customized the message. Clicked "Submit Your Message."

I got a screen refresh, positioned at the top of the page, with the "End the NSA's Mass Spying" headline and the body text (that is, it didn't position me at the form), and--when I realized I needed to scroll down--another form titled, "Email your representatives." That is already confusing...I just filled out and submitted a form titled "Email your representatives."

OK, it wants a first name, last name, phone, and email. I guess those are mine? Don't you already know my email addr? And my phone #?

Then there's a question about wanting to receive the EFF newsletter. Why ask this in the middle of an already complex process?

Overall, the UX here is very confusing. It's a little easier to understand on a large screen, but still confusing, IMHO.
