An option to make the EDMC window inert

**Describe the enhancement**

A option to toggle the EDMC window inert (non-clickable/click through) while always on top.

**Expected behavior**

While interacting with anything in game that requires the use of the mouse, sometimes the cursor gets over the top of EDMC and blocks clicks on Elite. This is especially an issue while using the FSS scanner as you swipe the mouse across often and when you go to zoom into a signal it will click on the EDMC window sometimes hitting a button. EDMC should not interfere with gameplay of Elite while being used with Always on top active
