Open window with plugin

Hi, with plugins we can currently build a frame and pass it to the application in the `plugin_app` method. Is it also possible for a plugin to build new window and open it alongside the main application window? I'm not very experienced with python so I couldn't come up with any solution.

If it is not possible, I wouldn't mind creating a PR for it, after we discuss how we want to implement it.
