Validation issue on comment dialog

Validation on add comment dialog is not working

**To Reproduce**
Steps to reproduce the behavior:
1. Go to Election approval
2. Click on Approved elections tab
4. Click on view button of one of the list item
5. Scroll down to the bottom and click on Reject button
6. click on Save button on add comment dialog without adding a comment

**Expected behavior**
Comment should be required

Reproduce the flow through Election approval, Approved elections, the view action, and Reject to reach the add comment dialog. Inspect the dialog's validation and Save behavior; done means an empty comment is rejected while a valid comment can be saved.
