Add payment time line to the TIMELINE step

As requested from election commission we have to add a another timeline for call election timeline section
Include nomination payment start date and end date to the timeline section

**Steps to go to timeline section**
1. Click on Call election tab on side navigation bar
2. Select election template from Call election card and give election name eg: Presidential 2019
3. Click on next button
4. You can see the nomination timeline section in the first step

we will have to do the same changes for the update call election as well
