Election template list doesn't update

Election template list doesn't update after updating the rejected template

**To Reproduce**
Steps to reproduce the behavior:
1. Go to create election
2. Click on edit button on rejected list items
3. Go to final step of the wizard
4. Click on update button
5. Can see the updated item on both rejected and pending list
6. refresh the page
7. item will despair from rejected list

**Expected behavior**
After update, particular template should remove from rejected list and come to the pending list
