Duplicate election template list item after update

**To Reproduce**
Steps to reproduce the behavior:
1. Go to Create election
2. Click on edit item of election template list item
3. Click on update button in final step of the wizard
4. Can see the duplicate item on election template list
5. refresh the page
6. duplicate item despair

**Expected behavior**
Shouldn't duplicate the updated election template

Reproduce the issue through the Create election flow: edit an election template, complete the wizard, and update it while watching the election-template list. Trace the update handling and list refresh behavior from that entry point; done means the updated template appears once immediately and remains single after a page refresh.
