Description
Currently, `ts_num_years` must be set for the `[e3sm_diags]` section. This number should match the last number in `years = "1985:2014:10"` in the `[ts]` section. This is a problem if different `[ts]` subtasks use different year increments. What then would `ts_num_years` be?
It would be good to make the `ts_num_years` parameter more flexible (or have multiple parameters?).
