Description
Not a high priority, but could be a nice debugging feature.
This task is to add a restart frequency option that literally writes a restart file at finalization no matter what.
Perhaps the biggest use would be if SCREAM had a way to handle certain errors such that the code would still go through the finalization process before killing the job the user would have a way to have all fields dumped to an output file. It could be helpful when tracking down bugs.

Research direction
The issue provides no file or test names; start by locating the SCORPIO interface and the existing restart-frequency handling. Trace how finalization selects restart output, then define completion as a new option that writes a restart file during finalization regardless of the configured restart frequency, including coverage for that behavior.
