Description
Because the timescale for the diffusion of ice (1/epsitot) can be shorter than 60 sec on occasion, ice deposition/sublimation process should be switched from explicit to semi-analytic form as was done for rain evap in #554. Creating this issue to replace #519 , which is a PR that never really got off the ground.
I don't see this as a huge priority and am just creating an issue so we don't forget.
