Description
Recognize os/site/container-specific PATHs (Operating systems - e.g. Mac - or PATHs used by libs in containers) in environment to I/O libraries. This makes packaging SCORPIO easier (see https://github.com/E3SM-Project/containers/pull/48 for the discussion).
