Description
For scorpio classic, IRT_N2_Ln9.f19_g16_rx1.A in cime_developer
test suite fails with DIFFs on anlworkstation. It seems that this issue
is not reproducible with scorpio, though.
TestStatus shows:
`FAIL IRT_N2_Ln9.f19_g16_rx1.A.anlworkstation_gnu COMPARE_base_restart`
cpl.hi.0001-01-01-16200.nc.base.cprnc.out shows 39 fields with DIFFs:

```
In the base file, one of the 39 fields (x2i_Sa_z) has junk values like
`9.47617908723511e-321, 7.98494074839247e-319, 8.62846994765606e-316, `
PS, this issue is not reproducible before https://github.com/ESMCI/cime/pull/3800 was merged to CIME.
