Fix HPSS URL Path

It appears that `/home/projects/e3sm/www/` no longer maps to https://portal.nersc.gov/archive/home/projects/e3sm/www/, with that URL now giving simply "Sorry, there was an error downloading /home/projects/e3sm/www/CoupledSystem/E3SMv3/LR/v3.LR.piControl:
can't log in as wwwhpss"

That URL prefix is what's given in the URL path of the [v3.LR table](https://docs.e3sm.org/e3sm_data_docs/_build/html/v3/CoupledSystem/simulation_data/simulation_table.html). It's also what's given as the URL prefix for [water cycle v2](https://docs.e3sm.org/e3sm_data_docs/_build/html/v2/WaterCycle/simulation_data/index.html): "If you do not have access to NERSC, you can download simulation data directly through the NERSC HPSS [web interface](https://portal.nersc.gov/archive/home/projects/e3sm/www/WaterCycle/E3SMv2). Note that this will be slow and inefficient since you’ll have to download the tar files."
