consider adding an image for local dev

- that will have some popular tools like gh, agents harnesses, better ergonomics around folders, etc.
- that will have auto completion, vim, other conveniences
- add users (e.g., e3sm) so that we don't need to deal with root related issues (mpirun fails if root)

Start by locating the container recipe for local development and review how existing images install tools and configure users. Define the image contents from the requested CLI tools, shell conveniences, and non-root E3SM users; it is done when the image builds and local MPI workflows no longer require running as root.
