Description

Use a better version of FindNetCDF.cmake (and make it consistent with the one used by CPRNC), use FindMPI.cmake so we don't need to use the mpi wrapper compilers, get FindBLAS.cmake to work everywhere, etc.
Basically make it easy to build anywhere
