Improve cdash output

From @ikalash: In addition to writing the *out files for each test, echo the content of these files to screen so that it gets pushed to CDash. I think that will make it easier for people to use CDash and diagnose test failures.

Locate the code that writes each test's *out file and inspect how test output is currently handled. Update the behavior so the file contents are also echoed to the screen, then verify that the output is available for CDash and still produces the expected files.
