Template pack operators overload on both pack types, and deduce the return type.

The input packs have different scalar types in case of mixed precision (if some parametrization is interested in experimenting with it) and if we decide to pull the trigger on `boost::units::quantity` (see E3SM-Project/scream#108 ), which causes quantities with different units to be of different types.
