cygwin g++-compiled apps run under DR have some missing output at end

xref PR 333891 which was related "cygwin g++-compiled apps suppress all output from DR" though here it's the app's output at exit time

xref console printing issues: issue #261 , issue #557 , issue #142 this one happens in cygwin rxvt + bash

showed up recently as drsyms-test.cpp compiled w/ cygwin g++ having its "done" message not show up

needs investigation to see exactly what's going on
