DynamoRIO version 11 pending task tracker

This issue is to track features, bugs and other TODOs that we intend to fix before the DynamoRIO version 11 release (date TBD).

We are currently making some changes to the eflags bits in the x86 decoder and are constrained to make them in a way that would not break binary compatibility. When we're about to do the version 11 release we'd like to renumber them to make them more readable.
