Create GithubActions script to email weekly triager rotation

We have a DynamoRIO Triager rotation (see https://dynamorio.org/page_triager.html) with the current triager emailed out via Apps Script: but that is private to the owner (security issue to share it). We should switch to using a GithubActions script, which can email and trigger periodically.
