config failure in nightly tests on WinXP64: vmsafe-debug-internal-32, vps-debug-internal-32, and vps-release-external-32

info is identical for vps-debug-internal-32 and vps-release-external-32

these builds are in the pre-commit regression suite and they work
fine on my XP64 VM so I'm not sure what the difference is.
unfortunately the error doesn't specify which template the
