Set up performance testing for Dr. Memory

We already have one Windows machine and one Linux machine for that.

Derek, can you set up SPEC and all other needed
stuff on the bots mentioned at https://code.google.com/p/chromium/issues/detail?id=99279 and give me a "short" and "full" command lines
so I can test and set this up for weekly runs?
