drltrace docs and drrun file are not being built at all after move to DrM repository

The drltrace.drrun* files (so we can say "drrun -t drltrace") were never restored after moving drltrace from the DR to the DrM repository.

Similarly, the drltrace documentation is just not being built at all.

The end result is that we have a DR release package with a broken documentation link for drltrace and no method for launching drltrace from drrun.
