Table of Contents sometimes renders sections with less spacing

Using the [documentation tools](https://github.com/Dyalog/documentation/tree/main/tools) to render a document (from [83-add-release-notes](https://github.com/Dyalog/documentation/tree/83-add-release-notes)) on my machine the gap between "announcements" and "New and Enhanced Features" is too small. This does not appear when Fi is rendering (using the same Docker setup) on her machine. Need to investigate what exactly the difference is.

Tried again from main branch of documentation project. All sections are rendered too close

Start with the documentation tools linked in the issue and reproduce the rendering from the main branch and the 83-add-release-notes branch using the same Docker setup. Compare the output across the two machines and identify the environmental or stylesheet difference responsible for the section spacing; done means the cause is understood and the spacing renders consistently without unexplained extra padding.
