Open in Monaco and it's empty, then open in Vim and it has text, then reopen in Monaco and it will be visible. Possibly need to call GET or HEAD to get it to read properly?

Research direction

Reproduce the issue by opening the same file in Monaco, then Vim, then Monaco again, and compare the visible contents. Start by tracing the Monaco file-opening path and any GET or HEAD request involved. Done means files that currently open blank display their existing text in Monaco on the first open.
