Description
Add API endpoint that can be used by ddsclient to deliver/share Azure backed projects in addition to existing DDS API backed projects. Users should be able to accept these projects using the existing [ownership views](https://github.com/Duke-GCB/D4S2/blob/master/ownership/views.py).
