Refactor the project to improve maintainability and scalability. This involves reorganizing the project structure and updating the code to adhere to these principles.

**TASK:**

_1. Controllers:_
- Implement the functions 'getsUserList, getUserList, postUserList, patchUserList, delUserList' using the services

_2. Data:_
- Structure the JSON file to store user data

_3. Repositories:_
- Implement functions for reading and writing user data

_4. Middleware:_
- Implement JWT authentication and error handling

_5. Utilities:_
- Implement utilities for generating JWT tokens and hashing passwords

_6. Services:_
- Encapsulate business logic for user operations

_7. Routes:_
- Define routes and apply authentication and authorization middleware

_8. Main Application_
- Configure the Express Application with security, compression, logging, and rate limiting
