Interactive assignment of newly created labels is failing

Description
When creating a couple of issue tickets for DocOps/releasehx, labels that where in the IMYML file but not yet present in the Issues board for that repo were not successfully created. The interactive option did present, but even after manual approval, the issues posted without the new labels. The labels were created, but they were not then assigned to the tickets with which they were associated.
This needs to be investigated and fixed, as the expected behavior is (1) create board-wide label, (2) assign label appropriately.
