Idea: All contacts have a reason assigned

Contacts have a status. And contacts have the assigned to, but sometimes it is hard to know what a contact was assigned to a user for. Sometimes this is denoted by the status, but sometimes not.

examples:
- Assigned a user to mail a book.
- Assign to user for follow up.
- Assign to user for dispatch.
