Bring Dashboard plugin into core

The dashboard is the place for the user to have tools and to get information about things that concern them directly.

Bring the user dashboard from https://github.com/DiscipleTools/disciple-tools-dashboard in the theme.
Let different tiles depending of theme setup and what plugins are installed.
Add a left navigation for different sections.
- user activity
- user tasks
- user gemapper
- etc

This feature will allow us to upgrade user metrics and move them to the dashboard from the metrics tab. The metrics tab will them be more on the project level.
