Registered users should not see any data/record information

Description
If a user signs in but they are only registered and with multiplier access, then they should not be able to see any data for that instance.
At present they can see info on the home screen and in notifications screen
They also see the skeleton on contacts and groups list screens, but these screens hang and need to instead show a message that no records are found.
