Waiting to be accepted tile doesn't load data

Description
Sometimes when a user first signs in, even though they have records that need to be accepted or declined, the tile on the home screen will display a message saying there is nothing to do.
(this tile will only appear if the logged in user has one or more records waiting for them to approve or decline)
