Select a location that is outside of your focus region

When a focus region is set, there needs to be a way to be able to assign a location that is outside of that region. This is doable on the website and needs to be available in the app.

Probably one good work-around would be to list locations that have already been used, so that if there is one listing set for location, then that location will be offered - even though it is outside of the focus set in WP admin.
