Full rebuild doesnt start the latest version of the app

**Problem**

**Steps To Reproduce**

Steps to reproduce the behavior:

- use hotpatching for a bit.
- press r to do a full rebuild
- see version of app when the cli started.

**Expected behavior**
A full rebuild would make the app run with the newest code

**Environment:**

- Dioxus version: 0.7.0-alpha.3
- Rust version: 1.88
- OS info: NixOS 25.05
- App platform: freya, but have seen this issue with normal dioxus, this seems to be dioxus-cli specific
